DESCRIPTION

This position reports to the Director, Compliance and Ethics. The position is part of Corporate Compliance and Ethics, a division of the Corporate Integrity and Risk Management Department in the Blue Shield of California Law Department. Blue Shield Compliance & Ethics oversees and coordinates the Companys compliance and ethics program across the enterprise, including all business units, products, services and activities. The Compliance & Ethics program includes the implementation and maintenance of proper preventive, detective and remedial programs and controls, the execution of relevant policies and procedures, training and educating the workforce, implementing an effective communications program, ensuring effective testing, auditing, monitoring, tracking and reporting, and remediating control deficiencies. The Compliance & Ethics program encompasses many subject matter areas, including Code of Conduct, compliance training, compliance investigations, anti-bribery, kickback, and corruption, exclusion lists, and ethics initiatives, among others. While this role will spend most of its time managing the Compliance and Ethics Program, it may serve in additional capacities and assist the Compliance and Ethics Director with other program initiatives as needed.
RESPONSIBILITIES

* Manage all aspects of BSCs Compliance & Ethics awareness, education and outreach programs across the enterprise, including all business units, products, services and activities

* Manage and coordinate all internal and external reporting and inquiry channels including the compliance and ethics hotline and helpline

* Build and lead team of Compliance & Ethics professionals to ensure a robust and effective compliance and ethics program. Cross-train compliance staff while creating a strong collaborative environment where compliance staff is developed and motivated to excel

* Develop, manage, and ensure adoption and implementation of clear and effective policies and procedures

* Coordinate implementation of effective training, communications and awareness programs to properly educate workforce members, members of the board of directors, and business partners regarding legal, regulatory, policy and Code compliance and ethical requirements and responsibilities

* Manage the planning and execution of compliance and ethics outreach and awareness campaigns including Corporate Compliance & Ethics Week and other awareness campaigns, activities and events

* Coordinate implementation and execution of effective testing, auditing, monitoring, tracking and reporting programs to ensure program success, as measured by regular assessments, audits and metric-based analysis

* Manage and coordinate the reporting of Compliance and Ethics program operation metrics to CIRM and BSC leadership and other stakeholders

* Act as a collaborative team player with a can-do attitude, the ability to think and implement quickly, and identify creative solutions to complex problems to mitigate risk for the company

* Act as a subject matter contact on corporate ethics polices and guidelines related to Blue Shield Code of Conduct and corporate policies and maintain a working knowledge of relevant ethics issues

* Serve as co-facilitator of the Compliance and Ethics Committees

* Conduct research and provide analysis regarding current trends and best practices related to the elements of the compliance program including policy development, implementation, and administration, training, outreach, communications and education, ethics, corporate values, and professional responsibility, United States Federal Sentencing Commission's Federal Sentencing Guidelines and U.S. Department of Justice guidance, and risk management and internal controls
