Job Description:

The Director of Strategy and Business Development, Public Sector is responsible for providing the overall strategic sales direction and sales leadership for the Public Sector sales line of business for Company. This person is responsible and accountable for new sales volume and growth of the Public Sector business. A key focus will be demonstrating exceptional leadership capabilities in people management and leadership development, highly achievement and results oriented, strategic and tactical planning, analytics as evidenced by the ability to model, forecast and plan, team building and communication, change management and results orientation. The ability to effectively lead internal captive and external relationships and represent Company while maintaining and enhancing relationships is essential to succeed in this capacity.Essential Duties and--ResponsibilitiesDevelop, implement and execute Public Sector go to market strategy for new business development and retention. Coordinate and provide input with the-- Commercial/Labor & Trust teams with go to market strategy for new business development/retention.Develop and launch go to market strategy for Public Sector and assist in Labor & Trust (L&T) opportunities.Work in collaboration with marketing on presentations and collaterals.Work with operations on any potential areas where gaps need to be solved and identify capabilities that puts BSC in a position of market leadershipWork with Comp Intelligence on keeping database updated with competitor information.Align key resources internally such as key leaders, government affairs, legal, underwriting and marketing.Engage Public Sector consulting firms and Public Sector decision makers to present BSC overall strategy.Evaluate pipeline and prospecting activity in both Public Sector and L&T activity.Develop SWOT analysis of market for Public Sector and work with L&T to coordinate efforts building a long-term strategy.-- Leveraging resources, relationships and information to engage, sell and retain opportunities.Assist with union vs public-sector decision-making process (understanding the differences i.e. bargaining units).Train BSC sales organization on the key drivers within the public sector space.Work with internal sales and account management team across the markets to evaluate local and Labor business, enforce protocols mutually developed to improve market share, long term strategy and operating income.Be in market (field presence) introducing key influencers and decision makers to the unique capabilities of Company.Identify key influencers, consultants and outside resources that can help support and expand Company Public Sector and L&T footprint.Assist with renewal strategy and consult on execution with Public/L&T accounts.Join and attend labor-related and public sector organizations and events.Attend broker/consultant meetings with Commercial/Public and Labor sales team members.Introduce a B2B market approach and utilize key relationships to set up meetings with the field.Candidate Profile and--RequirementsThe Director of Strategy and Business Development, Public Sector will be a well-rounded and highly talented executive with extensive experience developing strong team and cross-functional relationships with key stakeholders.-- A successful candidate will thrive in an achievement oriented, collaborative and team-driven environment and will make direct contributions towards achievement of our sales strategy.Achievement and results oriented.Solid strategic acumen.People leadership and development.Excellent verbal and written communication skills are essential.--Candidate must demonstrate a proven leadership record, achievement of results, outstanding people and team management/development and progressively more responsible positions in sales and sales management in the healthcare insurance industry.Past experience at a Director, Regional Vice President or Vice President's role is preferred.--Experience managing a statewide sales team.Knowledge of the California Public Sector marketplace and regulatory environment is strongly preferred. Candidate must possess creative problem-solving and strategic skills, and exceptional analytical skills.The Director of Strategy and Business Development, Public Sector is expected to model and promote Companys vision and values to all constituents, including employees, brokers, and customers.--Position requires an open style which embraces collegiality, teamwork and participation as well as the ability to function effectively as the leader or as a member of cross-functional teams.--Company is seeking an energetic, hard-working and flexible individual who is comfortable and effective in an evolving organization with superior relationship building skills and an orientation to high quality customer service.QualificationsEducation/CredentialsThe successful candidate will have a bachelor's degree and preferably a graduate degree or equivalent experience and minimum 10 years prior relevant experience, including 6 years of management experience.CA Health and Life License
