Job Description:

The Position Under limited supervision from a Police Captain or Police Chief, directs activities of assigned watch or unit; functions as Watch/Bureau Commander; assigns, directs & manages personnel in patrol, investigations, support services, administration or specialized police staff activities & performs related duties as required. Duties may include, but are not limited to: prepares work schedules, confers with staff regarding assignments, performance, law enforcement issues, training, citizen complaints & operational issues; provides instruction/direction as needed; may participate in active law enforcement activities; conducts research, compiles statistics & prepares reports; responds to inquiries & resolves complaints; coordinates activities with other agencies; as assigned, participates in community activities regarding services; reviews reports from staff; analyzes levels of criminal activity & ensures follow-up; develops & participates in training to ensure maintenance of knowledge & skills; participates in development & administration of budget; directs & coordinates station operations including counter personnel, communications, records & jail operations, prisoner care & housing, screening & approval of jail bookings, prisoner transportation & release. Supervises, evaluates & trains assigned staff; supervises operations & personnel of an assigned division and may be rotated between divisions at the discretion of the Police Chief; coordinates, manages & inspects the work of staff engaged in crime prevention and general law enforcement; conducts conferences with staff & initiates required corrective improvement measures; responds to serious field problems to assist & support officers at the scene; implements departmental policy & assists in the administration of the department; may act as Police Captain and performs all duties of a Police Officer. QUALIFICATIONS Knowledge of: Law enforcement principles, practices & techniques, causes, prevention & control of delinquency; traffic enforcement & education; rules of evidence, the rights of citizens & prisoners; supervisory & management practices & principles; laws pertaining to search, seizure, apprehension, arrest, detention & prosecution of violators; State & County police organizations & relationship to city work; police records; investigative techniques; City government operations; interagency communication/assistance techniques & practices; principles & practices of police administration, patrol methods, criminal investigation & identification techniques; considerable knowledge of vehicle & penal codes, City personnel administration policies & procedures, principles & practices of supervision and computer systems. Ability to: Develop & implement plans for law enforcement services; interpret & explain laws, rules & regulations & department policies & procedures; think clearly & act effectively in emergency situations; identify & inform supervisors of sensitive issues & situations; meet public in situations requiring diplomacy and tact; communicate effectively orally & in writing; analyze problems & adopt an effective course of action; exercise initiative & independent judgment; direct, plan & coordinate the work of staff & division operations; prepare & present records & reports; assist in preparing budget; establish & maintain good working & public relationships. Education & Experience: Any combination of training and/or experience, which provides the required knowledge, skills & abilities, is qualifying. Example: At time of appointment, five years experience as a law enforcement officer, with at least one year of responsible supervisory & management experience, preferably as a Sergeant, and experience as a Bureau or Watch Commander and college credits equivalent to an Associates degree, a Bachelors degree is preferred. Licenses & Certificates : Valid CDL, a satisfactory driving record & POST Intermediate Certificate required at time of appointment & as a continuing condition of employment. Possession of or eligibility to apply for a POST Supervisory Certificate within 18 months of appointment is required. Assessment of Qualifications:
Written Exercise Weighted 30% May 10, 2021
Oral Board Interviews Weighted 70% May 17, 2021
